FIFA introduces revolutionary changes to football rules ahead of the 2026 World Cup

FIFA has officially announced the introduction of a number of new rules that will come into force by the 2026 World Cup. The 2026 FIFA World Cup will be the first major tournament where these changes are fully implemented.
Five new rules
Substitution requirements
One of the key innovations is stricter substitution rules. Players leaving the field must now do so within 10 seconds. Otherwise, the substitute player will have to wait one minute before entering the game. This rule aims to reduce artificial stoppages and time-wasting.
Throw-ins
The procedure for throw-ins will also change: they must be taken within 5 seconds. If the player fails to do so, possession automatically goes to the opponent.
New medical assistance rules
FIFA has also addressed medical stoppages. Players who receive treatment on the field must now leave it for at least one minute. This is intended to reduce simulation and unnecessary interruptions.
Expanded VAR powers
The Video Assistant Referee (VAR) system will receive additional authority. Referees will now be able to review incidents involving second yellow cards and corner kick decisions, provided there is a “clear and obvious error.”
New role of captains
Significant changes will also affect player-referee interaction. From now on, only team captains will be allowed to approach referees for explanations. Any attempts by other players to pressure the referee—such as surrounding them—will be punished with a yellow card.
The 2026 FIFA World Cup will take place from June 11 to July 19 in the United States, Mexico, and Canada.
